According to the regulator, the Plan for Promoting Efficiency in Energy Consumption (PPEC in Portuguese) is a programme that aims to support and encourage the implementation of measures to improve efficiency in the consumption of electricity and gas in different consumer sectors.

In a statement, ERSE said that 48 applications from 31 entities were approved, with a total investment of 23 million euros in energy efficiency, under the seventh edition of PPEC, whose implementation phase starts today.

Of the investment amount of 23 million euros, 15.1 million will be financed by PPEC itself.

According to ERSE, the plan will allow consumers to reduce their electricity consumption and will respond to the guidelines established at European level regarding the coordination of measures to reduce gas demand.

ERSE also highlighted that social benefits worth €45.8 million are expected to be achieved with the implementation of the approved measures.

The beneficial effects of the measures will last until 2043, representing approximately 879 GWh (gigawatt hours) of cumulative avoided consumption, as pointed out by the regulator.

Main Objective and Main Stakeholders

The main goal of the +Efficiency Measure, financed under the 7th edition of the Plan for Promoting Efficiency in Energy Consumption (PPEC), is the implementation of more efficient technology and equipment, both in interior lighting and in Sanitary Water Heating (DHW).

Until the end of July, for lighting, and until December, in the case of DHW solutions, it is possible to submit applications for this specific measure, aimed at entities in the Third Sector, Social Economy Sector and Municipal Sector. The main interested parties are municipalities, which have various facilities for hot water production (such as swimming pools, pavilions or playing fields), but also IPSS (Private Institutions of Social Solidarity), for homes, for example, and other associations and collectivities.

What are the Options?

To participate, you have 2 options for improvementsLighting and AQS (Domestic Water Heating) – each with its own rules and technical specifications. With regard to lighting, the scheme is to directly replace the old tubular fluorescent lamps (T8) and their ferromagnetic ballasts with LED lamps, which are much more efficient. With regard to power, three pairs of different fluorescent/LED technologies must be used to replace the lamps: from 18 W to 9.5 W, from 36 W to 20 W and from 58 W to 30 W.

In the case of domestic water heating, on the other hand, the idea is to equip installations using natural gas with additional components based on a renewable energy technologies kit. This kit includes a heat pump and a specially designed photovoltaic panel, with a 70% – 70% ratio in mind. This means that the heat pump is responsible for supplying 70% of the overall final energy needs, while the solar photovoltaic system guarantees the remaining 70% of the electrical energy required for its operation.

How to participate?

The +EFICIENCY plan is promoted by RNAE – Association of Energy and Environment Agencies (National Network) and aims to overcome some difficulties found in buildings and facilities of the Third Sector or Social Economy Sector and Municipal Sector. The partners of the measure are the associated Energy Agencies and it is approved by ERSE – Energy Services Regulatory Authority.
